ADMINISTRATIVE POLICIES AND PROCEDURES MANUAL |
The Administrative Policy and Procedure Manual (APPM) is the official compilation of the University's administrative policies and procedures. The policies, procedures and other information in the APPM are derived from sources such as decisions of the Board of Governors, operating requirements, procedural studies, review of organizational responsibilities, standard practices and legal requirements. The policies and procedures in this manual are approved for publication by the Executive Officers responsible for the academic, financial, and business affairs of Wayne State University.
The documentation of the University's policies and procedures promotes the standardization and simplification of administrative functions and is a reference for those who have administrative responsibilities at the University. Technical Support Services (TSS) is responsible for coordinating the development of guidelines to ensure consistent formatting of this information, the coordination of revisions/additions to University policies and procedures, and the distribution of this information.
It is the responsibility of the unit head to disseminate information pertinent to the functions of subordinates and to ensure that these employees are aware of, understand and comply with the issued policies and procedures in the University's Administrative Policy and Procedure Manual.
The APPM is organized into 10 major categories moving from general to specific documentation. Each category is divided into a five-level coding system. Periods are used to separate each level. This results in a breakdown by "major category", "functional class", "specific function", "topic" and "subtopic". For example, 3.0.2.1.1 is Human Resources - Employment Practices - Non-Discrimination/Affirmative Action - Informal Complaints.
The Bookmarks may be used to locate a particular subject based on this organization structure. Each section is further divided into unnumbered areas of:
Description - an overview/history of the subject.
Definitions - an explanation of terms used in a section.
Policy - a statement on a course of action by the University.
Procedure - the steps to implement policy.
